ATC Tower Question

I was wondering what the thing winding around the tower is for in this pic is? I figured the best place to show this pic is in the non av section. If anyone has some insight, I would appreciate it.

My guess would be a stairway (since one would be needed for a fire evacuation anyway) but done in an aesthetic and artsy form.

Why do I want to say it's an escalator?

And holy crap, I went to Sydney and missed visiting that beach?

shoulda made it an emergency slide - that would be far more fun!
