TV Interviews: Subject Out Of Focus. New Trend?

In the last months, I am increasingly seeing TV interviews where the subject is out of focus and the background is in focus. It happens so often than it can't be a mistake, unless TV stations are systematically hiring incompetent camera operators.

Is this a new trend? I'm seeing it especially on Italian TV. Has anyone else noticed this? I couldn't find anything online, and I'm interested in knowing if this is a style of some sort, or if it's just random.
