Windows 8 - All New OS Or Refined Windows 7?

In the history of Windows, there have been both versions that were considered to be completely new "revolutionary" operating systems (i.e. 95, NT 4.0, 2000, and Vista) and as well as refinements to existing versions (i.e. 98, ME, XP, and 7). Generally the refined versions of Windows were better recieved than the all-new versions. The only exception was Windows ME, which was a stretch too far for the old DOS platform.

So, does anyone think Windows 8 will be an all-new OS (i.e. NT 7.0 or NT 8.0), or will it be further refinement of Vista/7 (i.e. NT 6.2)?

Steve Ballmer has said Windows 8 will be the riskiest version to date so that alone says there will be an all new version. They've already announced they'll be making it for both x86/64 and ARM architecture, so an entirely new NT build is likely. They're breaking from the crowd with the growing tablet market by positioning it as just a different type of PC instead of a giant phone or middle ground between phone and PC which means Windows, not Windows Phone is what's going to be running on them. The biggest issue with Windows 7 on tablets currently is the UI so at this point I can say it's almost a given that W8 will have more than one standard UI depending on form factor. As far as visual style, I'm confident they'll transition from Aero to something based on their Metro philosophy that they've been using with Windows Phone, Xbox, and Zune.

It is in public beta right now, you can easily snag a copy: http://ie.microsoft.com/testdrive/

As for official release date, that has not been announced yet, as far as I know.

They've said the final release of IE9 will require 7 SP1 (or SP2 on Vista) which should be releasing any time now so it won't be long after that
