Here in Houston the citizens voted them out and the government has fought tooth and nail to find a way to keep them. The originators of the ballot initiative had to go to court to get the city government to obey the voters! They have their place but as been noted here in Houston, the guy who enters the intersection just as the light turns red is not the guy killing people, it's the guy who 2-3 seconds or more after the light has turned blows through the intersection that is a killing machine and deserves the ticket. I ride a motorcycle almost every day and I never ever pull into an intersection after waiting for a red light to change without checking in both directions and usually slow down upon coming up on a stale green and check both ways before entering.
As to the dead cop issuing the tickets, does it really matter who's name is on the ticket when it was originally produced by a machine?
