CA Guv Brown Vetoes Democratic Budget

As predicted, Governor Jerry Brown is doing what he promised, and has vetoed the budget submitted by the Democratic majority in the state lege. This is the first time a Democratic governor in CA has rejected a Democratic budget. The CA Dem party is obviously in shambles - as they are blaming Brown for not "delivering" GOP votes. This signals a monumental shift in what constitutes business as usual in Sacramento - exactly what Brown was elected to do. Again this is exactly why it was necessary to defeat Meg Whitman, as she would have engendered so much consternation there would be total deadlock. Dems close to Brown will have no choice but to accept some of the reforms he has proposed to bring GOP members of the state lege on board.

The governor made his announcement this morning in an online video, then spoke to reporters at a news conference in Los Angeles this afternoon, where he said he vetoed the budget "because it doesn't meet the needs of the state."

"Whatever happens, we will get a better budget than we have today," he added.

I'm actually shocked that Brown vetoed this and applaud his stance. He must have known that if he passed this budget, somewhere down the line he would have been in deep kimchi.

Not voting for Meg Whitman was the last nail in CA's coffin. Brown will just cement no future for he refuses to address what needs to be addressed. The pensions and collective bargaining and will just keep taxing and tacking on fess like car registration. I stand by my earlier prediction that see Brown go to DC begging for a bailout within two years maybe three.

CA you have nobody to blame but yourself. Christie and Cuomo. I thank my lucky stars they represent me.
Hey that guy with the private jet can bail us out! Why? HE CAN AFFORD IT!

While I am stunned and amazed that Brown is actually showing some fiscal responsibility, this is not cool.

Absolutely wrong. The CA Democratic party has an attitude of total control and with history behind them, would have blocked Whitman every step of the way, to hell or high water. THAT would have been more than the last nail - more like the dump truck pulling the 'release' lever to cover the coffin.

More than half of that list is related to education. Education and public safety (if you include the bloated CA prison system) constitute nearly 70% of the state operating budget last time I checked.

True but an aura still exists where people will still just elect representatives that fight unioin reform, don't believe in layoffs and feel the path out is just tax whatever you can. Soda, sales and car regis. This coupled with the totally unfreindly attitude toward business and pro illegal immigration will just continue to bring the state down. CA needs a severe change of direction and Brown is not it.

I'm glad the Republicans have held their line on not extending all the taxes due to expire in two weeks and also unwillingness to be complicit in the creation of any new ones either.

So Dems, continue chopping away at the budget till you get it down to the real number.

Glad I voted for him!
Jerry Brown is a very smart, forward-thinking leader and sometimes that doesn't sit well with other Democrats.
I've had several in-depth one-on-one conversations about politics with Jerry Brown years ago. He is a friend of a friend of mine. I also sat next to him on a Southwest Airlines flight between Oakland - Los Angeles. We spoke politics on the flight as well. He is not a conventional politician and doesn't give canned, scripted answers.

Well that is because it always works better to hold the constituents hostage under the guise that their safety will be compromised and the poooor children will be victims.
I would predict that they would not get much sympathy if they said that they are going to have to layoff 1 of the 5 people that files the 2nd copy of interoffice memo's at some obscure agency.

Oklahoma has budget issue like any other state, this year they calculated the projected income and compared to last year and determined that there was going to just have to be a 3% across the board cut.
I mean the poop hit the fan we got the standard fire and police drama and the children are victims.
The real issue was that the people who have been appointed to administrative positions absolutely had no clue how to manage their departments and operate in a budget. I would say being on the private side finding 3% is almost an everyday thing. Yes and we are right up there on list with under funded retirement liabilities as well.

The market dictates housing prices. Fair Housing and Employment investigates discrimination in housing and employment, such as when a landlord won't rent a house to a black people or fires somebody for being a woman or being white. Yes, they all still happen.

I hear what you're saying. The main reason why California is in deep financial trouble is because of the prisons and prisons union. It's very easy to land in prison in California. The state has too many laws an it's a shame that there are over a million non-violent inmates locked up for drug and marijuana offenses.

You're absolutely right. But I also see why it is hard for politicians to deal with this issue, because if they let anybody out, and somebody commits a crime, it's goodbye career. And attempts at reforming these laws inevitably get the politician "soft on crime."

If you have that many people in your prisons on minor possession charges, then clearly the culture of the place needs to be re-examined. You can't just warehouse people at taxpayer expense because some people don't like Marijuana. But you also have to respect the law, you can't just let people do something illegal.

Brown is in a position where when he's done, he's probably not going to run for any other office ever again. That represents a real opportunity to do something here.

Indeed. But that doesn't mean customers will necessarily know. Most barbers have to have a license, as to many people who deal in cosmetics. Doesn't stop people from coming up with a fake license and giving people fake collagen injections. My guess is that this is the kind of thing they deal with the most. This isn't something the private market can really regulate very well, and I think it's fair to have watchdog. Now, how that watchdog works and how well it is run, can't speak to that.

I imagine that while all this railing against these bodies is going on, current affairs programs on your TV make a handsome living out of segments on folk that break the rules that these very bodies are set up to administer.

Reduce your prison population, that would be a start. And there is an easy way to do that - and no I am not suggesting executing one in two of the prisoners!

There is no regulatory oversight of accountants and the world isn't falling apart. Yes, that means anyone can get a job in accounting. This applies to tax preparers too.

What I think is interesting about California is even as many Dems like to point to the need for more taxes, the state is hardly revenue tax deficient when compared to the rest of the nation.

For example in 2009 the last year with full national data, California had the 6th highest state tax burden in the nation.

What is the crux of the problem in CA is that we have for decades offered way too many State funded services particularly in the social arena, and the cost delivery of state services is out of whack.

As I am involved in government contracting a bit, let me give you a good example. A local jurisdiction is looking to contract out what is essentially an administrative enforcement function. The all in cost at this local jurisdiction for its 12 employees that perform this job today averages $47/hr. The market price from vendors for this type of work ends of being $13.50/hr per employee. Add in the tax, uniform and insurance burden its about $18.
In otherwords, the local government and tax payer eventually ends up paying many multiples of what a market going rate for a rather mundane job. And the sad part is there are 1000's of similar examples.

If only state and local governments could get their cost in order, there would be plenty of funding left over.

Anytime a state vehicle such as Caltrans, CHP, ect. is involved in an accident, or an accident occurs on state property, ORIM is out there investigating as well. How bad is Kentucky's problem?

Puerto Rico also ranked high on the scale because its pension fund for public workers is so depleted that it has virtually become a pay-as-you-go plan, meaning each year’s payments to retirees are essentially coming out of the budget each year.

I pulled this info from the net and don't pretend to be an expert voice on Kentucky finances. But the key thing is that you shouldn't just make pronouncements about someone else state without first considering your own.

California has a problem and many seem to enjoy announcing its doom but I am confident that over time it will recover and do fine and in fact vastly better that most any other state. Think about it, we are still one of the most prosperous states even with our problems. The key thing California has going for it is simply where it is, it is one of the most desirable places to live in the world (I am not speaking for you or everyone as everyone has different personal preferences).

California will figure this out and be stronger for it.

It's a small part, the big part is the education and pensions by far. Something Christie nipped in the bud on day one and something Brown won't.

The key issue is not any one group. While the CTA is certainly a very big dog in the game and education is a very high percentage of spending (by law), the real problem is public employee unions. They need to be reformed. Two very basic reforms should be that you are not required to join a union (to get a job or otherwise) and they should not be allowed to strike.

Jerry Brown advocated a 13 % flat tax with no deductions when he ran for President in 1992.
Many of his fellow Democrats hated him for that. I supported Jerry Brown's flat tax idea.
