What Language Is This?

Dear all,

Can anyone tell me which language this is? I am thinking Persian but I am not sure...

http://www.omniglot.com/ might be useful, but these horizontal bars with points (= numbers?) are giving me headaches. I've never seen them in any language.

Looks like Farsi/Arabic.
The 747 will always be the TRUE queen of the skies!

Definitely some form of Arabic script with what looks to be Mayan-like numerals. Very strange. I see proper Arabic numerals in there (3, 8 so far from what I've read), so not sure what those lines are.

Could it be ancient Turkish? My father was in Ankara before he was discharged from the American Army in the 1960s. A cab driver there showed my father the text by writing a few words but the cab driver burned the paper because he said the regeme would have thrown him in jail for supporting the opposition.
