Phoenix Helicopter Collision A Few Years Back

A while back, there was a police chase being covered by 2 rival news helicopters. Something went wrong and they collided killing all occupents (4?) At the time, some legal analyists suggested the car driver could be charged with these deaths. I'm curious if that actually happened. A stretch IMHO. Also, what was the final NTSB conclusion?
