Exporting A PC From Hungary To Turkey?

I have a question.
What would be a good place to fill out a customs form if I want to send a PC from Hungary to Turkey?
Anybody knows?

Depending on how you are sending it.
If by mail then the mail office will have the forms. (Export)
If by DHL or similar they will provide you with the forms.
Saying that the person receiving the items should fill up Turkish import documents.

It depends on the declared value of the item. If it is a used PC it is likely that there is no export customs form needed, the form is for statistics only anyhow.
Shipping method is important as well.
It needs more details and much better phrasing of the question to expect an answer.
Last, get a quotation for which the weight and the doimensions are needed. Before shipping ask for the duty in Turkey , add duty and VAT in Turkey plus cost of customs clearance to the shipping costs and then you can decide if it makes sense in first place or better keep the PC in Hungary.
