A clown in full makeup and holding balloons has been seen standing "creepily" around the town of Northampton. People on twitter and elsewhere want the clown to be arrested, because it "just isn't right". Some people are complaining that they can't identify their assailant - ignoring, of course, that they are not be assaulted.

Personally I don't have any issues with clowns, although I know some people get irrationally freaked out by them. While this person may not be acting in best taste, are they really doing anything wrong? Should countries pass yet more laws to legislate morality?

It's both, I think. Is it right or wrong to purposely freak people out?

The freaking out of a person is contingent on the person being freaked out, not the alleged freaker-outer.

Just like it is not possible to be offended if you don't let someone offend you.

Clowns definitely freak me out and I hate circus with a passion, however I wouldn't really mind a clown in the street while I'm passing by at a brisk pace.

Now I'm wondering if it would actually be legal here in France where we have a law against covering ones face in public. I don't know if it applies to make-up.

Clowns don't freak me out but they do annoy me. I think that beating them should be legal, as should beating mascots. It would be more fun that way.
Why do Aerospace Engineering students have to turn things in on time?

I suspect it must be legal as there are a few regular 'living statues' around Place de la Capitol in TLS. If make-up covering the face were made illegal then the police here would be constantly arresting women for slapping too much on.
