Etops For Small Aircraft

I saw a website for a company that charters Gulfstream !V-SP and Challenger 604 aircraft. The Gulfstream lists range as 4900 miles and the challenger as 4000. This is enough range for traveling from the east coast to western europe.
Both type of aircraft have only 2 engines, and my question is do they/can they have ETOPS certification? If they can, do they need it? Do charter companies have the same legal standards as regular scedule passenger airlines?

ETOPS only applies to commercial operations. Part 91 operators are exempt.

as far as i know many of G-x and C60x operators are part 121.

I don't think any of these aircraft are operated under FAR Part 121, but I could be wrong. (I'm not talking RJ's) Most, if not all, of the various Gulfstreams and Challengers are operated under FAR Part 91 and/or Part 135. Additionally there are a few operated by various governmental agencies and the military. I know that ETOPS considerations are not a factor for Part 91 aircraft - we fly ours world-wide on a semi-regular basis. I'm not really sure what the regulations require for Part 135 operations. (I haven't flown under Part 135 for nearly 15 years.) Maybe there's a NetJet or FlexJet pilot out there who could answer your question.
