This 747-146B/SR/SUD With 2 Extra Windows In Hump

This 747-146B/SR/SUD has 2 extra windows in the back of the hump. Is this a crew rest? Are there crew rests on domestic versions??

Why would you need crew rest on Japanese domestic flights ? these a/c are specifically configured for short flights
