New Aircraft Deficiencies

I've read some things on this website that alludes to the Airbus A-340 being "underpowered" and I've also seen threads at another aviation website that talks about the CRJ Regional Jet having "terrible takeoff climb performance" due to wing design, etc...
My question is,,, how in the world can a modern 21st century airplane be built with these deficiencies? Can't they put more powerful engines on the A-340?
