Is Closing Airspace To Only Foreign Carrier Legal?

I would like to know if the US is braking open-skies agreements with several countries by only allowing US aircraft in US airspace for the time being. Shouldn't the no-fly zones be the same for US aircraft and aircraft from countries with an open-skies agreement? Or are there clauses in the treaties that lets the US do this?
