I'm quite sure that this picture is legitimate.
-According to my Jepp plate, Runway 10 at TVC faces approximately 100 degrees. As we all know, the sun sets to the WEST (approx. 270 degrees), assuming this is a dusk shot. The the shadow cast by the sun clearly shows about a 10 degree difference between the angle of the sun and the approach path of the aircraft.
-It is entirely possible and in fact safer to direct hot air baloons directly over airports. Usually, most traffic in the immediate vicinity of an airport is very low, as aircraft are either just lifting off or just touching down. It would be unwise for the balloons to manoever 5 miles away from the feild, eye level with aircraft at the outer marker of the approach.
-according to NWA.com, TVC is serviced by DC-9s of various models. This is clearly an NWA DC-9.
-the graininess (sp) of the aircraft is consistent with the graininess of the landscape; doesn't seem to be a cut and paste job (unless it was done by a pro - and knowing the inhabitants of this forum, that's not terribly likely).
If anyone would care to refute any of this, I'd love to hear it.
