What Happened To This AC/CP744?

What happened to this Maple leaf (the left side) at the tail? By the way, I saw this 744 (C-GMWW) parked at YVR hangar for 2 weeks in a row.

It looks to me like the rudder is being used to "steer" the a/c, thus, it is not alligned with the rest of the vertical stabilizer, which causes the maple leaf to "look funny".
