New Control Tower In CLE

I just heard that one of the plans for CLE in the works beside a new 9,000' runway is a new F.A.A control tower to help the ATC congestion. After this is built, CAL is planning on increasing flt.s to previous levels. Can anyone confirm this,

I have heard rumours about a new control tower, but have not seen any confirmation of this either in news reports or through the scuttlebutt at the airport.

Someone told me that they had already moved out of the tower this summer, but that has been proven wrong several times because the atc have commented about things you couldn't see unless you were up there in the tower.
