No, it´s not, quite to the contrary: the only possibility for a "normal" foreigner to visit North Korea is via a government organised "package tour", i.e. you´re never alone, get to see only assorted places, never talk to locals etc. These tours, quite naturally, include Air Koryo flights.
If I remember correctly, they still serve Berlin SXF, via SVO. My brother´s English teacher did such a lovely tour last year, including all the goodies I described, and he flew on their IL62 from SXF.
