Orient Eagle Airways are an Almaty (Kazakhstan) based holding company which operates aircraft on a VIP basis for the Kazakh Government. Previously VIP operations were undertaken by KazAir with most notably the 747SP

They also used to operate a BAC-111 but this has from all reports gone to Berkut Aviakompaniya (based in Uralsk, Kazakhstan).

Orient Eagle also does ground handling at Almaty Airport amongst other aviation related services.

KAS Air - I take it you mean the Bishkek airline, and not Kras Air?

If so, KAS Air operates a Yak-40 and An-12. They have their registered offices as being in Bishkek and their operating base as being Bishkek's Manas Airport. In reality however, the only true airline in Kyrgyzstan is Kyrgyzstan Airlines. KAS Air operates these aircraft out of (from memory) Sharjah in the UAE.

Now regarding pilot training....why the interest in this information?
