Landing Rights Question

I just have a quick question about landing rights. If there is a start up airline in the USA, can they fly anywhere domestically, or do they have to apply for routes like international routes? thanks in advance!

Once an airline has been certified by the FAA, it can fly anywhere it chooses domestically, with a few exceptions -- the slot-controlled airports, such as DCA, LGB, and LGA. For these airports, the airline must acquire rights to serve the airport in the form of slots (number of flights allowed to service the airport).
