U.S. FAA downgrades Costa Rica air safety rating

U.S. Department of Transportation’s Federal Aviation Administration (FAA) today announced that Costa Rica does not comply with International Civil Aviation Organization (ICAO) safety standards and has been assigned a Category 2 rating based on a reassessment of the country’s civil aviation authority.

A Category 2 International Aviation Safety Assessment (IASA) rating means the country either lacks laws or regulations necessary to oversee air carriers in accordance with minimum international standards, or its civil aviation authority – is deficient in one or more areas, such as technical expertise, trained personnel, record-keeping, or inspection procedures.

Costa Rica’s Civil Aviation Authority (DGAC) has pledged it will work with the United States to restore its category rating. Guillermo Hoppe, DGAC’s director, said Costa Rica’s aviation authorities have been working on a “corrective action plan” in conjunction with the FAA for “elimination of the discrepancies noted.”

There's only service to C.R. on USA carriers from the USA so this has no impact on their USA service, correct?

Costa Rican carriers with U.S service are LACSA(Avianca) and Volaris Costa Rica.

They can continue to serve existing service to the US, but will not be allowed to establish new routes - which likely hurts Volaris the most as its in expansion mode with Costa Rican subsidiary. Also codesharing with U.S carriers is effected.

Apparently, Costa Rica fell short in 22 required ICAO areas per their Minister of Public Works and Transportation.

They admit that deficiencies grew over the last 9 to 10 years as Costa Rica failed on implementing ICAO amendments and failed to provide required follow-up oversight on issues.

they don't serve the U.S. directly however. They don't offer non stops from Costa Rica, only connections. It does make it harder for them to expand. I imagine they can correct the errors and resubmit. If their neighboring countries can attain the rating, I'm sure they can as well, especially since both carriers are partnerships.

It was mentioned in Salvadoran social media in November 2018 that Volaris was waiting for the approval of the Salvadoran government to properly set up shop in SAL and start flights from there to U.S and the rest of Central America instead of Costa Rica. As of now, nothing has occurred yet. Perhaps with this occurring Volaris might push the Salvadoran government for that approval, and continue their expansion.
