Japan Airlines and Japan Air System, have submitted a revised merger plan to the Japanese Fair Trade Comission after the latter raised many concerns about the dominance over trunk routes in Japan.

According to JAL's Nihon Keizai Shimbun, the FTC is likely to approve the deal, which was proposed in November 2001 to create the world's third largest airline by revenue.
