Intl. Airlines Into Small US Markets

I'd like to know what are the big factures that lure foreign carriers to small markets in the US? Example BA into CLT. I'd love to see more foreign carriers here in CLT (improved Intl. terminal under construction), but they wouldn't just come here because we have 8 Fortune 500 companies headquartered here. Would they? What about 2, 3-4 times weekly service.

I think BA came with the USAirways alliance. CLT also used to have Lufthansa.
