Overhead Racks

Hi All
Did the FAA make all airlines install closed overhead racks on their planes? I have seen quite a few photos that show open overhead racks.

Origionally, overhead racks were all you had in an airplane. Partly because most people didn't carry all of their luggage with them, and partly because nobody had thought of putting in closed bins. Then, I think around the time the 747 came out (atleast in the late 60s early 70s) overhead bins started to come into larger planes. To give passengers that "big plane" feel and add increased storage space, manufacturers started putting in the closed bins we know now.
