What's The Current Situation On Intl Transit @ANC?

What's the current situation on int'l transit @ ANC ?
(such as KE, CX & CI flights that make re-fueling stops
in ANC) Are the passengers still required to clear BOTH
immigration AND customs there? ...this was after the 9/11
attacks.

As I recall, Cathay Pacific moved the re-fueling point
to YVR because it was costing them too much money.
($$$ for unloading/loading bags at ANC)

There is no longer a need for passengers to deplane at ANC. They remain aboard the aircraft as it is refuelled and crew change takes place.
