Hai,

The warning system that indicates when two aircraft are to close to each other at Switzerland was not operational at the time of the crash, there were repair works on it. So Russia blames Switzerland.
On the other hand Switzerland blames Russia because the warning system on the aircraft itself was not working. They say that the Russian pilotes don't speak good English.

Careful. The STCA wasn't wasn't being repaired, I understand. The ACC was being reconfigured and the STCA needed to be down for the job.

Besides, it's not been determined whether the advance warning of STCA would have helped. The controller was clearly aware of a problem ahead of the accident -- the question is, how far ahead?

You might also want to check out the Swiss airprox report from three years ago which warned that the STCA system was not quick enough in warning of the airprox. Mind you, it also said the controller wasn't paying attention...
