They have a habbit of putting on just enough...they got in trouble from the UK aviation authority a few years back because they repeatedly came in to LHR with not enough reserve fuel, almost got banned from UK skies.

This is very old news indeed - it happened a few years ago at LHR. Malaysia Airlines defended the fact that their fuel loads were within international regulations and it was subsequently found that it was not uncommon for many airlines to arrive into LHR with excessively low fuel reserves following strong headwinds en-route and the stacking procedure - in particular flights arriving from the Far East.
