UA 777 Near Collision On Taxiway After Landing@TPE

Mon Aug 05, 2002 5:25 am

Is TPE airport too confusing for pilots? First SQ and now UA...

..................................................................................

This was on MacTV from Taiwan. (government-run
television broadcasting on Telstar 5 to North America)

On 7/19, a Singapore Airlines 747-400's made
a wrong turn and the wing hit the tailstands at Taipei
airport. That was flight SQ 029. It was also discovered
that another SQ 747-400, same flight #029, had made
the same mistake near the area. However, there were
no contact between the aircraft and objects on the ground.

Less than 24 hours later, on 7/20, a United Airlines
Boeing 777 also had a close call on the wrong taxiway
at Taipei. After the 777 had landed, the controller
instructed the UA pilots to exit the runway via taxiway
S4, head towards S4, WC, SS, before finally parking
at B5. However, the pilot made an error and made
a direct turn from S4 and entered 615. The tower
saw the mistake and immediately ordered the pilots to
halt. A "Follow-Me" truck was dispatched and the 777
followed it to the correct parking area. Witnesses
reported the 777 had nearly collided with a parked
airport vehicle(large transfer bus) and a large light
pole, if the tower had not stopped the plane in time.

The UA pilots have admitted to making the error and
UA is reported to be investigating this incident.

sorry, here's the last part from that report...

...................................................................................

"despite 3 incidents(all non-fatal) involving SQ and UA
jets getting lost on the taxiways, TPE airport officials
insists that TPE is well within international aviation
standards...."

..................................................................................

Make that 4 "incidents" if you count SQ#006 that crashed
on the runway....  Sad

You can use Taiwan as the scape goat(escaped goat to BB fans) all the time. Not much info is out but it doesn't seem like they are to blame rather the contrary.

Why can't Taipei airport to make paint maker on pavement name of taxiway "S4, WC, etc...."? So the pilots would clear to read on centerline taxiway with ID. What a shame Taipei airport had poor design!

I've been told that Taiwan in many ways does not conform to ICAO standards, and although they are slowly rectifying things, they still have a lot to do!!

Who actually inspects airports around the world to verify full compliance with international standards?

TPE (CKS airport) has been operational for 20+ years....

Taiwan Government will not upgrade the whole airport plus signs unless the voters demand it during the election.

I'm not sure if ICAO regulates it, but frequency of taxiway signs is less at TPE than at other airports I've flown into. Usually they should be at every intersection, but many ones at TPE don't have them, I've noticed.

Remember, due to China's insistence, Taiwan is not a member of ICAO.

For the sake of safety TPE should upgrade, ICAO or not.

Two thoughs come to my mind

1) I guess this happens all over the world. Would be nice to have unbiased(!) statistics on that.

2) I wonder how often this happens to Taiwanese aircraft in Taipei. Remember ... media can report selectively
Best Business Class: Royal Brunei. Best Economy: Singapore Airlines. First: please send money first!

Or Taiwan's CAA can send some money to the medias thell them to shut up, like SQ029 incident in late June.

Taiwan's Chinatimes today has a editor's comment saying "eventhough it may be not our fault, but we can actually make it better, and avoiding such incident again".
