Will Narita Ever Complete Its Parallel Runway?

I know that last April, a portion of the second runway at Tokyo Narita was opened to aircraft of the B777/B767/A330 size. If you look at this recently posted photo in 'large' mode...

... you can see the new runway has a small gap in it where the local farmers will not sell their land. Even the taxiway is incomplete and makes a sharp bend around a parcel of privately held land.

My question is (for those of you with more knowledge of Japanese politics and the goings-on at NRT), will this runway ever be complete to its full length? It looks like it has the potential to be a full-length widebody runway. Will those farmers ever give in, now that they are completely surrounded by the airfield? I know the plans for a crosswind runway were abandoned, but the completion of a full-length parallel runway would really be a shot in the arm to NRT.

Complete the full length as originally planned will be
highly unlikely, unless there's a miracle...  Sad

There are only 7 or 8 families(only a dozen people) living
on the affected land. They are all farmers. However,
there many ultra-nationalist who are fiercely opposed to
the airport. On top of that, many average Japanese
citizens sympathize with the farmers.

The new parallel runway causes the planes to fly over
some house at only 100 to 150 feet....

To put it simply, they may have a better chance of
building a brand new airport, than completing the parallel
runway at Narita...

Remember that Tokyo Narita Airport's authority actually called the 2nd runway as "Tentative Runway".

Well for one I am sick and tired of dammed farmers and people complaining about noise near airports, if you dont like it move or deal with it, you know how much it cost airlines to make noise abattement (however the hell its written) manouvers? Why do they keep constructing houses near airports? becouse the people buy them, look at DORAL in miami, and then the airport has to adapt to the people and not the othe way around, the world is going crazy.

does anyone else not see a perfect place to put another runway which would turn out pretty long actually. YOu see that taxiway that runs from left to right and intersects the old runway at about 70 degrees or so? They already have 2 paralell taxiways going there, so get rid of one of them, use some of the land on the other side of it (which I believe Narita already owns) and there you go. The runway could even be longer than the original. I understand the destruction of one of the taxiways would be difficult because its a pretty congested airport, but the planes wouldent have to taxi as far because of that other runway...just an idea. I'm sure they considered that option and there is one reason or another why they can't.

Yes the gov. is planning to complete the new runway with the length of 2500m
(now 2180m temporary) after the acquisition of the land.
But what makes this matter more complicated is that those involved are not only the farmers themselves but also the anti-regime people who consider this matter to be an axis of their struggle for existence. If the farmer ever change their mind to release their land, they does not allow them to do. In fact those individuals involved in the land acquisition have often experienced attacks to their private lives from those people.
I guess this problem stems from the historical event that the US force compulsory acquired Haneda Airport and land around shortly after WWII, in which residents neighborhood were taken up their houses for almost no compensation by the national police.
This much stimulated and activated leftist sympathizing people and led them to anti-government movement. The trauma lasted until when the new airport was planned.
At the same time, having the thought above, I feel shame about the fact that HUGE amount of money have been spent for security expense both in personnel and facilities. (you can experience there the security as tight as when you used to in the socialism countries, and also you find the tall strong concrete fences surrounding the airport.) and that, after new runway open,
the aircrafts are forced to waste the time of passenger and fuels for 30 minutes holding before landing and takeoff.

Pilots seems to feel it necessary to complete crosswind runway rather than this pararell runway in order to avoid divert to Haneda, though it is said to be put off almost permanently as you know.
Recent interesting thing is that Haneda is reevaluated as international airport
with its greatly increased slot capacity and 24 hours operation enabled by offing deployment of new runway. More and more midnight and short range international charter flights making use of domestic fleets are planned this autumn, and it may lead to resume of scheduled flights.(Though Chiba prefecture, where Narita airport is located, strongly offend it because of tax incomes.)
