No Controller In Tower, Plane Has To Circle

Just what the title says!

What airport is this? I assume it's really tiny, or else some on would have noticed a missing controller sooner! On another note, couldn't the pilot have declared his landing intentions and proceeded to land following procedures used when landing at uncontrolled airports?
Someday, we'll look back at this, laugh nervously, and then change the subject.
