US Orders New Rudder Systems On All 737's

To affect 2,000 aircraft in the U.S. fleet. To be done within 6 years.

"Among the new changes, Boeing agreed with government safety experts to install new hardware to boost the rudder system's redundancy features."

How much is this going to cost Boeing?

Isn't this the second or third time the rudders on 737's has been ordered changed? You would think the FAA would get it right already but then again, we're talking about the federal government.
