If you are going to go across the border on the Otay Mesa border crossing (less traffic than the one in San Ysidro and closer to the airport) just take Interestate 5 or 805 south and then 905 East..........this last freeway ends on the border crossing so you can't miss it, I would also recoment you take a "taxi cab" to the airport......you avoid all the inconveniences of driving in Tijuana and back to the US, park your car on the McDonald's parking lot to the left of the last traffic light before you cross in to Mexico.....and walk from there across the border.
As a tourist you are entitled to bring your personal video and camera equipment so don't let anyone try to scam you while walking across, I would also recomend buying film in the US as it is much cheaper, once across keep walking and you will be approached by taxi drivers offering their services, tell them where you want to go and ask/negotiate for the rate beforehand!.....no use in having them wait for you at the airport because this will get expensive, also you can grab a cab at the airport back to the border, also don't forget to tell them than you need to go to the Otay Mesa (Mesa de Otay in Spanish) border crossing.....so you don't get taken to the other crossing.
While on the outside of the airport wall there is a very interesting road.....this road is at a 90 degree angle to the runway and is at about 300 meters from where the runway starts......needless to say you can get great pictures of planes on final approach!.......but since this is your first time I would recomend you go straight to the airport terminal.
The only airlines servicing TIJ are Aeromexico, Aerolitoral, Mexicana, Aerocalifornia, Allegro, Aerolineas internacionales, Azteca Airlines and Cubana with that once a week flight......and the busiest time at the airport has been mentioned before so I suggest you take that in to account as well.
In regards to the Kabo Air 747, that particular plane is at a maintenance facility adjacent to the airport, that was closed some years ago because of a labor strike, there are still workers on strike outside the facilities so I suggest you take pictures of that plane from a distance.........them being on strike I would think a foreigner with a camera asking innocent questions might not be very welcomed.
