Are Commercial Airlines allowed to carry USPS mail?
Last year 1,944 New Yorkers saw something and said something.

Yes, and they actually do carry most....

Thanks; I just wasn't sure if the restrictions imposed after 9/11/01 are still in effect.

The USPS by no means has the capacity to fly all that mail with their own aircraft. Remember that first class mail going over 200 miles usually flies...

Yes they do Almost every airline has done it in the USA. Sometimes when you're sitting down in your seat and you see them loading the mail-type small and large containers that's it. They have a cardboard top and are secured together so they won't fall out. I usually notice it when I am flying commercially. Just remember when the Postal Service used to have their own planes. Now they don't.

Actually, Fed Ex carries a lot of the mail for the Postal Service. That started when the Postal Service decided it wasn't going to run its own planes anymore.

Its my personal belief that if the airlines are going to become profitable again they are going to have to start getting more mail and cargo in the bellies of the planes.

And, just within the last month the airlines got some great news on that front. Amtrak is getting out of the cargo business and have indicated its ready to give up its Postal contracts as well.

Amtrak hauls a lot of mail, and now that is mail that is going to have to go on planes as there is already a shortage of truck drivers.

Plus, Amtrak hauled a lot of perishable items like fruits from the West Coast headed to the east coast and time senasitive materials like magazines. That probably going to have to start going by air as well.

Amtraks misfortunes may just be another step for the airlines to return to profitability

Along these lines, can anyone with a plane apply for a postal contract? And how would one do that?

I believe the post 9-11 rules are passenger airlines can not carry anything over 16ozs. in wt. all that goes to fx. I think this is just for domestic mail as intl mail is very heavy and bulky and is tendered to pax airlines. I am not completely up to date on this as I have not been slinging mail for a while.

It is similar to the rules regarding shipping your own cargo on pax airline. If you are an unknown shipper you can not ship anything over 16oz with the exception of live animals in the U.S. You can however, ship as an unknown shipper out side of the U.S. into the U.S.
