Customs/Immigration Clearance US/CAN

How come clearance between US/CAN is always done in Canadian airports? Is their a treaty or something that decided this?
Who pays for construction of the facilities at the airports? I wonder if the US helps pay for their share.

Are the US customs/immigration people all US citizens? My assumption is yes.

What if a criminal got past US customs/immigration at the Calgary Airport. Would he be in US territory? Could the Canadian Police arrest him? Are there certain parts of Canadian airports that are considered US soil? Would an immigrant worker at the newstand near the gate area need a US Visa or green card to work in Calgary/ Toronto airports because he needs to clear immigration?

I am sure some of you must know more on this. I would be interested in learning more.

This is a procedure that is set up were airlines can preclear customs at departure instead of upon arrival it helps with the turn around times up arrival.

Travellers from NAS to US also get precleared at NAS. Not sure about FPO.

To answer your question about certain parts of airports being U.S. soil -- no. If there is a criminal caught, he will be turned over to Canadian police. Yes, all US customs folks are US citizens who live in Canada for the posting.

Well, there is one for FPO had clear customs and Immigrations, too. I'm sure about that one for Bahamas flight. It was only some Bahamas airport will had clear customs in NAS & FPO. Well, catch ya later!

I appreciate your answers, but I am looking for more details.

Can an illegal alien by US standards work past the immigration checkpoint in Canadian/Carribean airports?

If somone gets stopped for drugs by US Customs- am I immediately deported to the US, or must I be extradited?

What if someone is caught shoplifting beyond immigration?

Maybe no one knows this.

Peta, the same rules/laws apply past the US customs/immigration station as apply before it, in other words, the laws/regulations of whatever country, province/state/region and city the airport is located in. Airport employees don't go through the inspection, because they're not coming to the US, they're working at the airport. If you got caught w/ drugs, you'd be turned over to the local authorities, same with shoplifting.

This agreement (crossing US customs at most Canadian airports) is beneficial to all parties. According to international laws, the US would have to offer custom services in Albany (KALB) if, say, AC wanted to offer this destination from CYUL. In offering the custom and immigration services directly at CYUL, it allows these services to concentrate their resources in one point, instead of having to spread them everywhere, therefore providing good economies of scale.

It's beneficial to the pax as well, as these procedures being done upon departure, you gain quite a lot of time. Upon arrival, you are treated just as if you were coming from any American cities; you take your stuff and you go and call a cab.

These services are not provided from all Canadian airports though. Two years ago I flew from CYMX to KMCO and had to meet the custom agents at KMCO. And I can tell you, international arrivals at KMCO are terrible.

YHZ is the only Canadaian airport that I know of that soes not preclear US Customs in Canada. The AC flites into IAD were all sent to the IAB before they could make their connecting flights.

Neither Victoria or Kelowna have facilities. The QX flights to SEA clear here @ the south satellite.

You can add Quebec City, London ON, and I believe Regina and Saskatoon (correct me if I'm wrong about these 2) as cities that dont have US preclearance.

A friend of mine had to go back and forth from NYC to Vancouver a few times recently. One time she flew AA and they did customs in Canada. The other time she flew Cathay Pacific and they did customs at JFK. Does this make sense?

Yes it does. The airports where that clearance is offered have their terminals split in 3: Domestic, US and International. It is possible to board from the International terminal for a US bound flight: this is treated like any other International flight. That has happened to me a few years ago, on a CYUL-KFLL flight. We didn't clear the customs at CYUL, we cleared them at KFLL; we were simply another international flight. And this is what happened to your friend when she flew with CX. When she flew with AA, she was directed to the US terminal, where the US customs are cleared.

The preclearance also allows carriers to fly to cities without normal customs facilities (as QB001said). I think they are great, fast, and I have used the one at Edmonton, and Shannon, Ireland.

Once at Edmonton I did see a man, stopped with incorrect documents and he was lead 'back into the main airport" with some suits.

The main goals of the program was to allo travelers direct access to Laguardia Airport, Reagan National and other US airports from Canada that do not have Customs and Immigration facilities.

Same with the Bahamas and Bermuda, you pre clear customs and can fly to LGA or DCA.

I flew to Montreal last Summer from JFK and experienced the Pre-Clearance procedures, basically after check-in and after paying the airport user fee (stupid) you go through regular airport style screening, then you enter a room that has lines for customs and immigration clearance.

Canadian Police stand guard at the door, if there's a problem I think the US Customs people turn the matter over to the Canadian's.

Airports that participate with the US are YUL, YYZ, Bermuda, Nassau.

Im not sure about Freeport Bahamas, Ottawa, Vancouver, Edmonton, Halifax, Quebec City, Calgary.

Im sure Regina, Saskatoon, Winnipeg, London, Hamilton, Victoria etc have too few trans-border flights to warrant the expense.

There are even DEA agents, at least at CYUL.

These are known as PFI or Pre Flight Inspection facilities. They are currently located in the following airports :

Toronto (YYZ)
Montreal (YUL)
Vancouver (YVR)
Ottawa (YOW)
Calgary (YYC)
Winnipeg (YWG)
Edmonton (YEG)

Nassau (NAS)
Freeport (FPT)

Aruba (AUA)

Bermuda (BDA)

The Irish airports DO NOT have US Customs facilities, but rather only US INS facilities. Passengers arriving in the US still have to clear US Customs at Port Of Entry.

All U.S. Customs/Immigration officers at Canadian airports are U.S. Citizens. Yhe ones at YYV & YEG are 'based' out of the Helena, MT headquarters. I also believe the rules are slightly different when you pre-clear vs clearing at a U.S. airport or land border. For instance, if you are caught with drugs or have traces of drugs, you are denied entry and turned over to Canadian authorities who handle the matter. If this happened at a land crossing or U.S. airport, you would be arrested and charged by American police. A big difference. It probably works the same way for other offences too. The difference is that when you pre clear, you are technically not in the U.S. yet so Canadian law still applies whereas the other methods of entry actually involve entering U.S. territiry where American laws prevail.

I'm not sure how workers (retail, ramp etc) who work on the sterile side are treated and whether they go back through Canadian Customs when they re-enter the rest of the airport.

actually as I noted before, at Shannon, for those of us on miltary charter, and military aircraft,
THEY Do bring in Customs agents, and take the forms at Shannon. Never tried it on a a civ flight into Shannon

Granted if flying a tail back from the desert we often use Bangor Maine as the customs point, since they are easy, and the guy here at Tinker in OKC is an ass (for lack of a better word)

Aside from signage, desks, etc. does the US help pay for the physical building of Facilities in these foreig airports? For example, do you think the US would help pay for the portion of a new USA concourse in Montreal?
