Which carrier provides the airport staff at an express only outstation with multiple express operators?
Here is my example, my airport, KCHO get service from Delta, United and USAirways.
United's case is easy, as all flights are operated by ACA. But USX and Delta are a bit tricky. Most of the 17 daily flights are operated by Piedmont, so I would assume Piedmont personell operate the station. But Delta's 6 flights are split up among 3 connection providers. 2 run by ASA, 3 by Comair, and 1 by ACA.
So who rules the roost in this case, or how would it be determined? Would the wholly-owneds get preference?
