Staffing At Express Outstations

Which carrier provides the airport staff at an express only outstation with multiple express operators?

Here is my example, my airport, KCHO get service from Delta, United and USAirways.

United's case is easy, as all flights are operated by ACA. But USX and Delta are a bit tricky. Most of the 17 daily flights are operated by Piedmont, so I would assume Piedmont personell operate the station. But Delta's 6 flights are split up among 3 connection providers. 2 run by ASA, 3 by Comair, and 1 by ACA.

So who rules the roost in this case, or how would it be determined? Would the wholly-owneds get preference?

Where I work (Mesaba), if it is a station that ONLY receives non-mainline flights, typically the operator with the majority of flights into the station gets to operate that station. For example, Pinnacle got to take over the LNK station because the majority of NW Airlink flights from MSP-LNK became Pinnacle CRJ's. Likewise, Mesaba has taken over a few stations that are served out of MEM as Mesaba has taken the bulk of flights at those stations.

Stations that have any mainline flights at all are always operated by NW. RST for example gets like one DC9 a day, the rest of the flights being Saab 340's, CRJ's and Avros. NW works all of these flights with their own ramp and gate agents in RST, even though almost all of the flights are operated by Mesaba and Pinnacle.

A bit of light on the DL & US scenerio. It is really hard to say who gets to run a station with those two. In TOL, DL's flights stack up to 3 ASA, 3 Comair, and 6 ACA...the station however is a Comair station and has been since mainline pulled out back in 98. For US Airways...the 6 daily flights are all operated by Shuttle America, but it is a PSA station. Why? Who knows. PSA never really operated more then 2 or 3 flights here at anyone one time even when mainline was here through 2001. However, they are probably the cheapest WO to staff an outstation with - considering the Teamsters have worked hard at giving them a crap contract.

For the wholly-owned US Airways Express carriers, it was different in each station. For instance all employees in LGA, PHL, and BOS for Express were all Allegheny employees even though they handled Piedmont, PSA, and Mesa aircraft.

The same thing for the Piedmont stations like DCA, BWI, and SBY. This was back in the mid 90's, so it might have changed.
