It's a revised livery, including:
1. The new grey 'Spirit of Australia' titles in a new font (as shown above), replacing 'The Spirit of Australia' and 'The Australian Airline';
2. Larger Qantas logo's on the engine cowls (on GE powered aircraft);
3. Moving the Australian flag below the window line next to the registration;
4. Revising names to better reflect the cities/town, ie 'City of Bundaberg' is now just 'Bundaberg';
5. New font for the 'Longreach' titles on the 747-400s.

"Longreach" no longer in capital letters. Very minor changes.

The airplane in question was simply a normal repaint that matches that of newer Qantas jets such as the 747-400ER airplanes delivered late 2002-early 2003. Qantas are unable to paint their own airplanes anymore due to environmental restrictions.

Keep an eye out for a 'possible' one off scheme in the near future.

Why do they need to send a plane all the way to Portland to get it repainted?
It was not even a major repaint but a minor one.
Can't they do it in Australia for a much cheaper price?

Cheers

Australia has extremely restrictive environmental laws regarding the chemicals used to strip aircraft which makes the job VERY expensive.
The B767 and some of the B747 fleet are painted in Australia.
When you say "It was not even a major repaint but a minor one" aircraft like VH-OJM are full repaints, those just having the titles changed are being done in Oz.
