About the British accident investigators, they are just victims of a bug in the system (same as the French BEA investigators): there is not 1 inquiry, but 2.
First one by the justice, second one by the BEA.
The BEA report has to be public ASAP. But the justice is much slower and loves "secrets". As a result, at the begining of the inquiry , it was difficult to get acces to some documents or pieces of evidence, because justice wanted to do its inventory and expertise first.
