Question About Filing An IFR Flight Plan.

In the route of flight box on an IFR plan where do you file to if the airport has no VOR. I have been told to file to an initial approach fix but what if there is no approach fix published, where do you file to? Do you file to a fix and then GPS direct? Please help.

Could you give an example? You should list your destination airport in the "Destination" block, but as far as routing, you could possibly use a certain DME fix off a VOR, or a lat-long. If you airport doesn't have a published instrument approach procedure, bear in mind that you'll have to be able to descend from the MEA in VFR conditions.
