A FAA Question

Why soes it take the FAA along time to issue a Airmans certificate????

Why does it take them up to 120 days to issue a permenant card.

What goes into their process before giving you a permenant cert.

Does this include A&P licenses too? Or ALL licenses?

I waited about 3 months for my airline dispatcher license, and now I need an address change! Don't wait by the will arrive at least in 2-3 months.
