In the food court areas of the terminal (can't remember which one) there are some good areas that have a great view of the aircraft close by, I guess that is a no no then for taking pictures of them
That sounds like the LGA
food court. It's on ground level, and there's you, a window, and the ramp. Not too shabby, but can get a bit boring at times. For me, at least.
: All three being owned by the PANYNJ, there's not bound to be much of a difference between spotting regulations at LGA

: Haven't really spotted from anywhere on airport property. No problems there. Don't know of any serious incidences at Howard Beach, or the Costco parking lot on Rockaway Blvd. People sometimes call the cops, but again, I'm not aware of anybody ever being chased away. Not to say it hasn't happened.
: Probably the best of the three, in terms of getting close(r) to the action. Planeview Park (04), Hermon A. McNeil Park (22), and the World's Fair Marina (31) will set you up for the most common runway configurations. It's also damn decent in the terminal itself, as there are many windows in the public area that offer good views.
