As far as 'too little, too late' is concerned; it's been that way for quite a while.
Everyone knows US' (and other legacy carriers) history of matching the LCC's fare, then raising their fares back
to where they were when the LCC dropped the service.

Also, with WN
now connecting PHL
to 3 of the major New England airports; I would suspect (and suggest) that FL
do its best to hold on to its PHL
route despite US having 17 (going on to 18) flights for this service.
