Is Air India Launching An LCC?

In the latest issue of Airways magazine, there is a blurb about AI launching an LCC subsidiary sometime next year. Thsi is the first time I have ever heard of it. Is there any truth to this? (B747-437B... we are looking in your direction  Wink/being sarcastic ) If so, why?
