Indian MoCA Vetoes Private Airlines' Asean Plans

In an about face from the previous day when the Prime Minister's Office (PMO) granted clearance for private airlines to apply for designated carrier status to operate flights between India and ASEAN member countries, the Ministry of Civil Aviation (MoCA) has placed plans for this on indefinite hold.

A MoCA spokesperson said on Wednesday evening that there will be no decision taken to approve applications until after the government formulates, approves and implements the new civil aviation policy. This is not expected to be announced until the end of the year and hence no decision to permit private carrier operations is expected until early-2005 at the earliest.

It is important to tread carefully on reforms. But the sooner this Govt can resolve its contradictions and bring in reforms the better.

Air Indias monopoly on Intl routes is an aberration that has caused great damage to the Indian civil aviation scene by artificially constricting capacity which is calculated purtely on the basis of AI's (in)-abilities to operate. Its time to change that and liberalise the sector.

In that sense, opening up the ASEAN sector to competition from Indian carriers, and reframing the laws regarding bilaterals is a test case on how committed the UPA govt is to reforms in the Civil Aviation sector and the "Open Skies-2".
