Love Field Customs

I know that Dallas is a customs landing rights airport, but what exactly does this mean? Is it reserved only for private flights, or would an airline such as Legend have been able to operate flights to Mexico and the Caribbean from DAL?

There are a few Charter airlines which fly to points south of the border. FunJet and Champion to name a couple. They have operated out of Love before and maybe use DFW now. So there is a use for Customs at Love beyond the private air traffic.
If wishes were horses, a Tail Dragger I would fly...
