Do Airlines Still Have Standby Fares

Quick question, guys:

Now I know about the AirTran X-fare program, and I've been fortunate to use it once before I passed the valuable age of 23. But what about other airlines? Do they still have standby fares available? Or did the attacks of September 11th render that concept obsolete (to put it mildly)?

I'm not aware of any standby fares offered to the general public, at least in the U.S.
Last year 1,944 New Yorkers saw something and said something.
