Why Don't Unions Have Their Own Representing Them?

I can't understand this...instead of US Airways' pilots (for example) being represented by the ALPA, why don't they take one or more of their pilots (this works much better for the pilots than for anything else, because they get so much time off per FAA rules) and have them negotiate for them, rather than a group of people who don't really care whether their airline is healthy, they just want their union dues, and if one company goes bankrupt, they'll just go to another one...if I was in a union at whatever company hires me (now that COEXJet and DH told me not to bother), I'd want another CSR representing me, not the Teamsters or whomever else...
