Yeah its a combination of two things: passengers and money.

The old adage is location location location.

BWI in physically located such that it can capture a very large population. It can effectively serve both the Baltimore and much of the DC metro area as well as siphon off some pax from southeastern PA, DE, and the southern Philly suburbs. It certainly helps that this region has seen strong growth in the past 10 years.

Why not DCA?
Slot controls effectively limit how many flights Southwest could operate. Plus said slots may not be readily available. However I am sure Southwest could do a profitable operation at DCA.

Why not IAD?
Less centrally located and at the time (1995), IAD was less desirable from a passenger standpoint. Terminal B didn't open till 98/99 and the population boom in Northern Virginia had not fully taken hold. Not to mention a sizeable United hub.

Good summary DesertJets. I would only add that the State of Maryland, which operates BWI, has gone out of their way to accomodate WN's growth. When US Airways squatted on lots of empty former Piedmont D concourse gates in the mid-1990's to block WN expansion, Maryland gave US a well-deserved middle finger and built the 10-gate B concourse expansion for WN. Now Maryland is building a 19-gate extension around the former A concourse to facilitate more WN expansion.

DesertJets, I STILL think that IAD is out of the way, especially with the little and costly options one has for transportation to/from the airport. BWI can be reached from DC via the metro train, which I like best. I also hate being on one of those people mover thingies at IAD and worrying that I might see my flight pull out (I can't run for it!)

Is it not ironic that WS beat US big time at BWI (they even got them to dump Metrojet) and now they are after them at PHL? Air Tran also had a few things to do at PIT and PHL. Anyways, I guess these LCC identified US' weaknesses and are whippin' em.
