Did AA File For US-Zambia/Bangladesh?

I saw this DOT docket filed in Jan 2004. I just can't believe that AA would start service to these two locations. Can anyone explain what this means?

The docket was AA's filing to get permission to codeshare on BA's flights to Zambia and Bangladesh. There is no way that AA would ever fly these routes; they just wanted permission to put their code on a BA flight.
