That's the deal, and that has nothing to do with the KLM/NWA cooperation agreement signed a long time ago.
Af did with KLM what they did with Air Inter in the mid 90's :
Air France Bought Air Inter. The two airlines merged, but two "preserve" Air Inter identity, A "Holding" was created and called "Compagnie Nationale Air France.
This holding was covering two subsidiaries : Air France based at CDG
, operating flights under the brand "Air France", and "Air France Europe", operating domestic flights from ORY
under the brand "Air Inter Europe".
The two "subsidiaries" were finally merged into a single company "Air France" on April 1st 1997... operating one single brand : Air France...
