New Super-quiet "minicab" Jets

I saw this when looking around the SkyNews website, what do you all think?, a plane able to carry passengers to the centre of London using only a runway 400ft long and being 20DB quieter than any other jet and could be flying within 5 years.
To me it seems one of these "flash in the pan" ideas, but be good to see if anything can come out of it.,,31500-13247003,00.html

I thought it was interesting to see this "testing in the next 18 months." We might have these here sooner than we think. The only thing is that they are able to take off with 400ft but with the wingspan, where will they be able to operate from? Those crowded city streets...
Twinjets...if one fails, work the other one twice as hard!!!

The article reads like those for the Moler Sky Car. I am going to call BS. The whole concept depends on small turbine engine technology, which never seems to live up to the criers expectations. Since the noise trends with the cube of the jet velocity I am going to say a 20dB reduction just ain't going to happen anytime soon. The people I know would be elated just to get 3dBs out of a GE90 size engine (which are inherently quieter than any of the small turbines out there today).

But we are about to have a several super small bizjets come on the market soon. Lots of these will be privately owned and owner operated. The aviation insurance companies are having fits over these. I imagine they will be able to get in and out of 3000 foot runways with ease.
