Con-Air Question

I was watching a report on tv about how some prisoners inthe US are taken to the different federal prisons by air on 727's. They showed how the prisoners are seated, always handcuffed, etc. My question is, what happens in case of an emergency on board the plane? At what point (if ever) will the prisoners have their hands and feet free?

I saw a film recently called US Marshalls.

In the film, they were only released after the plane came to a rest.

I suspect that this is accurate.
